Synopsis
Footage from the Unequal Scenes project documents stark divisions through aerial photography. In Baltimore, historic planning decisions and policies have created enduring physical divisions in the urban landscape, particularly affecting African American communities. Railroad tracks and major roads serve as physical barriers, while the infamous "Highway to Nowhere" (Interstate 170, now US Route 40) has visibly impacted neighbourhood segregation. The imagery reveals clear demarcation lines between affluent and disadvantaged areas. Today, local organisations and city planners are working to reconnect communities by proposing to convert the "Highway to Nowhere" into parks, housing, and community facilities.
